Fonearena has done an imaging and video capture comparison between Lumia 925 and Samsung Galaxy Note 3. Lumia 925 has a 8.7 MP camera with OIS while Note 3 has 13 MP camera, which may be same unit as on SGS4. While imaging comparison wise in good light there is not much difference but in some images, Lumia 925 looks sharper and with better clarity.
Video capture comparison isn’t done impressively, hence reaching to any conclusion is rather difficult.
