After releasing Windows 10 Mobile Anniversary update to eligible and unlocked Windows 10 Mobile smartphones, Microsoft is now doing so for carrier-locked or branded smartphones.

It seems the roll-out is happening in European markets as well. This has been confirmed by our readers in comments section.
