Joe Belfiore has confirmed what our readers tipped. So, while the error 8018830f faced by some users trying to update to Windows Phone 8.1 update 1 has been fixed, error 0×80188308 still needs to be resolved. He also confirmed that Microsoft is working with HTC to roll-out GDR1 to HTC devices.
Still working on the “low storage” install prob 80188308. Note, this is not USER storage you can clear- it’s install partition. Sit tight.
