The native Windows 10 Mobile Block and Filter app has been updated in Windows store.
With this update the app is finally working and you can set it as the default blocking app on Windows 10 Mobile running devices. Now you can long press on any of the numbers from history and block and unblock them as can be seen in the screenshot above. Microsoft had recommended to use Call+SMS Filter as Block and Filter app was not working before.
