It may very well be the first device running Windows 10 Mobile and an Octa-core processor to reveal itself. MDG Chi is seen in a Rightware benchmarking entry. The device runs on an unknown Octa-core processor and has a 720p display. This means it will belong to lower mid-range of upcoming Windows Phone range. The Windows version listed in the entry is 8.15 which obviously means Windows 10 Mobile.
Microsoft has officially revealed that Windows 10 Mobile brings support for Snapdragon 810, 808, 615 and 210. So, above device may be running on a Snapdragon 615 chipset. It also has many new OEMs on-board with Windows 10 and MGD seems to be one of them.
