Microsoft was expected to release Windows 10 Mobile build 10586 to Windows Insiders this week, but the build 10586 has been delayed because it is causing “Reboot loop” when you perform a hard reset on your phone. However Microsoft is expected to sign off Windows 10 Mobile Build 10586 for public release this week.

It also seems the release Build has a Day 0 Patch, may be to fix the reboot issue.
