Juho Sarvikas, HMD CPO has confirmed on Twitter that a fix for Oreo Beta update issues for Nokia 6 users in India has been found. A new software update is in testing and will fix this issue on release.
We have found a fix for the issue that was triggered by India specific SW content. New SW build is in testing and hope to release shortly. Note that Beta Labs is a testing platform and this sort of issues are part of testing :). Beta Labs helps us get Oreo out faster.

It seems that even after installing December Security update Nokia 6 users in India are not able to get the Android Oreo Beta. The December Security update takes the Nokia 6 TA-1021 build number to 00A0_3_72B, again a build number not mentioned as eligible for Android Oreo Beta.
We checked on our Nokia 6 and it hasn’t received the Android Oreo Beta even after updating to December Security update.
Updated: It seems for getting the eligible build numbers (as reported below) to install Android Oreo Beta, December Android Security update for Nokia 6 is required. As the December patch update was not available for Nokia 6 in India and some other markets yet, Nokia 6 users in India & many other markets were not able to get Android Oreo Beta even after registering to Beta Labs.
Hey guys! If you are having issues in signing up for Betalabs with your Nokia 6, be sure to go to settings -> system -> system update and make sure you have updated to latest SW with Dec security patch. Once you have it you can sign up for Oreo at Betalabs.

HMD today announced the availability of Android Oreo Beta for Nokia 6. But in case you registered to Nokia Beta Labs but still didn’t get the Oreo update on your Nokia 6 your Nokia 6 may not be eligible for the Android Oreo Beta.
If you are in Myanmar then you won’t get Android Oreo Beta as per the official communication sent by HMD. But even more important is the build number of your Phone that you should check by going to Settings > About phone > Build number. Only those Nokia 6 which are on the three software builds: V3.700_SP02; V3.72A_SP01; V3.73A_SP01 are eligible to get Android Oreo Beta so far.
We checked and our Nokia 6 Indian variant is on Build V3.700_SP01. So, seems it is also ineligible for the Oreo update as we are yet to received Android Oreo Beta after registering and pushing the OTA update.
*Please note that for Nokia 6, you need to be on one of the following software builds to get the beta software: V3.700_SP02; V3.72A_SP01; V3.73A_SP01. To check, please go to Settings > About phone > Build number.
