Windows 10 Mobile Build 10581 is here and it is listed in the known issues and bugs that Start Screen may get corrupted and appear something like above “post upgrade” for some. Though frankly speaking we didn’t face this issue on any of our devices. The workaround to fix this is very simple. Go to Settings—>Personalization—>Start and change the background picture or set to none. If one option doesn’t work other should work. This is covered by Microsoft in a separate Q&A thread.

As mentioned in this morning’s blog post, we want to raise attention that there’s a chance you may see your Start screen look jumbled or corrupted after the update:
You may end up with a corrupted Start experience. The workaround is to swipe down from the top to bring up Action Center (which won’t be corrupted) then Settings > Personalization > Start and apply a different background picture or set to none.
While the build brings Hey Cortana back to supported devices, its usability and even availability for many is under investigation.
@MahdiGhiasi Did you have it on 8.1? I’m working with the Cortana team to understand why some aren’t seeing it.
