Microsoft was expected to release Windows 10 Mobile Build 10586 to Windows Insiders last week, but the build 10586 has been delayed because it was causing “Reboot loop” when you perform a hard reset on your phone.
Now Gabriel Aul head of Windows Insider program tweeted that today is the possible chance of new mobile for Insiders.

We told you that Build 10586 will be the RTM build for Windows 10 Mobile, however, Microsoft will not publicly roll out Windows 10 Mobile to all devices at once. As most of the low-end phones will receive Windows 10 Mobile early next year.
